New Jersey Mandates All Lenders to Use CHAMP Titles' Electronic Lien and Titling (ELT) Technology

CLEVELAND, OH – January 3, 2025 – The New Jersey Motor Vehicle Commission (NJMVC) has announced an April 1, 2025 deadline for all lienholders statewide managing five or more liens annually to use Electronic Lien and Title Service (ELT) technology provided by CHAMP Titles, Inc., in partnership with Tyler Technologies, Inc. Building on its proven track record of operational excellence in states such as West Virginia, Illinois, and Kentucky, CHAMP is proud to support the NJMVC in modernizing the state's vehicle titling process.

This mandate is a significant step forward in modernizing vehicle ownership documentation for New Jersey. Over 200,000 electronic lien and title transactions have been processed since the successful initial test phase of New Jersey's ELT system began January 2024. As New Jersey prepares for full statewide adoption, CHAMP will continue to work closely with the NJMVC to ensure a seamless transition for all stakeholders.

CHAMP is revolutionizing vehicle titling across the United States by saving time and cutting costs for government vehicle agencies, lenders, fleet operators, insurance carriers, vehicle retailers, and taxpayers. CHAMP's innovative pay-for-performance contracting model does away with risky, upfront fees and rewards continuous improvement and cross-platform integration. Unlike costly, all-in-one software contracts, CHAMP works with governments to adopt digital ecosystems where they are most needed and efficiently integrate new vendors.

"New Jersey is the latest in a series of successful state partnerships where CHAMP has delivered transformative digital solutions under an innovative pay-for-performance contracting model," said Shane Bigelow, CEO of CHAMP Titles. "Our technology is already trusted by several government agencies and key auto stakeholders across the country. The results we've achieved and the millions of transactions we've processed underscore CHAMP's ability to drive efficiency and innovation at scale."

In states where CHAMP's solutions have been implemented, stakeholders have experienced:

  • Significant cost reductions by eliminating the need for paper title storage, printing, and mailing.
  • Enhanced security and reduced fraud through digital document processing and storage, reducing the risk of fraud and tampering.
  • Faster transaction processing, enabling quicker lien releases, simplified title acquisition, more efficient vehicle transfers, and a vastly improved customer experience.

CHAMP remains at the forefront of digital transformation in the vehicle titling industry, with a continued focus on expanding its impact in more states nationwide.
