CLEVELAND – August 10, 2023 – Auto retailers, fleets and insurance carriers from across the United States can now sign up for the country’s first National Digital Titling Clearinghouse through the state of West Virginia.
CHAMP Titles, Inc., a leading provider of digital vehicle title and registration services, and Tyler Technologies Inc., (NYSE: TYL) a leading public sector software and services provider, launched the National Digital Titling Clearinghouse with the state of West Virginia to allow out-of-state businesses to transfer titles through West Virginia’s Division of Motor Vehicles securely in a much shorter time frame.

The National Digital Titling Clearinghouse allows licensed non-resident businesses like auto retailers, fleets and insurance carriers to transfer existing out-of-state titles into a West Virginia title in their name. Typical paper title transfers take at least 45 days, while CHAMP’s technology enables turnaround in a few days at most. Traditional title turnarounds often prevent auto retailers, insurance carriers and fleets from selling a vehicle for months – resulting in increased costs in the form of depreciation, the cost of outlaid and non-recovered capital and mailing and paper handling expenses. Much of those costs are eliminated with the same-day turnaround of the Clearinghouse.

The system was made possible through West Virginia House Bill 2506.
